Summary
Related to #2347 and implements the approved design in #2404. This single, unstacked PR replaces framework catalogs, extension-specific merges, fallbacks, and inspection reconstruction with one canonical agent source graph: every executable candidate receives an explicit binding, winners are selected before normalization, and the resulting manifest and compiled plans are the only runtime authority. Framework defaults—including agent config, ordinary tools, sandbox, home, health, and framework channels—are now first-class eve primitives, while genuinely native behavior is limited to exhaustive kernel and host inventories.
The change is intentionally breaking before 1.0: agent-info moves to truthful v3 semantics, extension contracts advance, and removed paths have no compatibility fallback. The in-memory compiler now uses the same source graph and binding lifecycle as disk compilation, and deterministic e2e coverage proves ownership, replacement, routes, capabilities, and durable execution. Review should focus on source precedence, binding-only hydration, the closed native inventories, and the deletion guards that prevent any parallel system from returning.
Validation
The exact consolidated tree passes formatting, linting (with one unchanged Teams optional-chaining warning), workspace type checking, the 17 invariant guards, documentation validation across 82 pages and 360 code blocks, and the package build. Local coverage passes 7,525 unit tests with one skip, 694 integration tests, and 453 scenario tests with 15 environment-gated skips. An actual production build against
@workflow/world-postgressucceeds, and the Weather fixture bundle is 19,403,985 bytes—6.53% over main and below the 10% budget. All ten credential-free TUI smoke scripts pass; the five live-model scripts require AI Gateway credentials locally and remain for the GitHub e2e phase.Checklist
